My favourite low tier that's actually viable is Obstagoon. Its Facade hits incredibly hard, it can Parting Shot for momentum, and even Switcheroo the Flame Orb to cripple a switch-in.

It's alright but it's worn down so quickly and doesn't have the most amazing speed tier which you can't even circumvent since you obviously need Flame Orb and you don't have any priority. Adamant is also pretty greedy because you're slower than stuff like Excadrill now. Its bulk is actually somewhat decent but that's also undermined by it's underwhelming offensive typing and the fact that it gets chipped by absolutely everything.

It didn't get used the most, but it won the most.
And even if it did get used the most, ladder usage determines if a mon is OU, not tournament usage.

The usage stats aren't fully updated yet for semis and finals so its win percentage is even higher than it already is since it won a couple of times again, especially twice in the finals tiebreak.

That's true for something with extremely low usage. Like if one person used a shitmon as a meme strategy, and ended up winning because nobody expected it. It would have a 100% win rate, but that wouldn't reflect how good it actually is long-term.
But in this case, Scizor got some decent usage. It's scoring wins for quite a few people.

Using rogue Pokemon is a legitimate strategy, since people often build teams specifically to counter the Pokemon they're most likely to run into. Digging up something viable from UU people aren't going to have counters for is a valid way to win, even if it stops working when people start countering it.
