Frontier brains don't belong to any set region. This is why Caitlin could participate in the frontier in johto and become an E4 on the other side of the world.

Nobody is forced to be in a single region anon, Kabu, Norman and a few others leaders are not from the regions they work in.

They still immigrated to the regions they work in. Caitlin doesn't live in sinnoh or johto but still participates as a frontier brain.

The Frontier Brains specialize in non-League formats. Except for the Battle Tower, which is usually headed by the strongest standard League format trainer in the facility.
Remember, the League is just the regional standard format for Pokemon battling, it's not the end-all-be-all of pokemon formats. Only in Kanto/Johto is it revered so highly to the point of essentially being an extension of the police/government.

Looking at Red's, Blue's and Leon's case I totally see Frontier Brains being prior Champions. Palmer and Brandon also give prior Champion vibes.
