The reason Incineroar is used so much is the same idea behind why Landorous has consistently had the most usage in OU since its debut gen but isn't considered "broken". It's an amazing glue mon that can slot in on nearly any team and do something, but it has clearly defined weaknesses that hold it back from doing EVERYTHING on its own with a given set, which is what would MAKE it broken.
