That's because fairy is an afterthought and not a proper type, so they just gave them a semi-high base power coverage move since there's no reason to bloat the movepool with a bunch of stuff that will never be used over the higher base power option.

See Clefable, Tyranitar, Volcarona, and Spectrier. Terrible stats, type, ability, and movepool respectively, but the other aspects make up for it.

Play Rough is fine now that it has good distribution. Fairy type was introduced late into the series, so it doesn't have a lot of the bloat that plagues other types (such as how instead of having a boosting item like Charcoal, it just has the Pixie Plate)

I wouldn't even necessarily call it a meme set. It's not as good as Geomancy of course, but its attack stats are otherwise equal, and Yveltal gets by just fine with no boosting moves.
