they didn't want to make an all 3 male cast.
That and the fact that TPC isn't completely out of touch with the community and doesn't know that Bulbasaur is extremely popular in Japan so they thought Chikorita is better.
I'm glad that it flopped so hard together with Origins while the manga which had Venusaur was way more successful
