Yes, even Slow Start. Slaking has the reliable recovery to stall out 5 turns.

Make it so that Truant doesn’t allow you to attack every other turn, but you can still use status moves. Even protect wouldn’t be broken because it would be extremely predictable.

In Mystery Dungeon, Truant also makes surrounding Pokemon drowsy. So maybe moves that make contact activate Yawn on the attacker? Or maybe Truant allows moves like Rest, Slack Off, and Protect on the Truant turns.
Giving him something other than Truant would ruin the whole idea behind the mon because then he's just stronger than most legendaries.

Truant now only activates after attacks.
Still hindering, but Protect doesn't hard counter it anymore and it can at least recover and set up.

Truant should do something while Slaking is loafing around. Maybe recover 25% lost HP, and if it's holding a leftover, its effect is doubled while it's doing nothing.
