it should raise both accuracy and speed by 2 stages so i dont purposefully miss my attack just to miss another attack.
weakness policy boosts both your special attack and attack by 2 stages anyway

Blunder Policy should activate whenever a move fails, not just when it misses.
So if you use an ineffective move or a status move on something that's already statused.
