Jenny (Junsa) is a surname. The children are all given digit based names, which aren't necessarily uncommon in Japan, but grate on their nerves because in their family it's for organizational purposes (I think thats why it annoys them anyway). The Junsa family makes up the police force in its entirety from what I recall. It's never stated, but this basically means the police force is ripe for corruption.
This is not just tossed out there like it's okay. In the same chapter it's explained, the narrator explains that when you become ten years old you are an adult and can be charged as an adult just for stealing a candy bar. You have to make the decision to continue school or do something else when you're ten. Many people turn to crime or become trainers because there's no work (at least in respect to Pallet Town) but no trainers from Pallet Town except Masara are particularly successful.
