They were coded in though but as it was a GO-clone and they didn't want the GObabbies driven off with the new, scary thing they didn't have them live.
There's no such constraint with this, this isn't aiming for the usual target market, they have their Sinnoh game after all, why wouldn't thy put them in?

There won't be abilities in this game. It will be simple ATB combat with mainly just back and forth attacks along with a few status inflicting moves. They'll announced this after the preorder count hits 20 million.

There isn't really a connection between LGPE and LA other than bith veing mainline games that are different from usual games. As far as we know LA's inspiration/testing came more from the Wild Area than anything else.

The quick catching seems like less of a major gameplay decision in LA since it also has wild battles. Throwing a pokeball without starting the battle is just throwing a ball on turn 1 without the battle starting animation.
