It's definitely a joke. The bugs are mainly from programming errors, whereas this truck is a fully designed sprite. Someone probably just left it in as an easter egg in an area they didn't expect many people to find.

the truck was probably designed instead of the bicycle so the sprite existed for a purpose but then got left behind. maybe that is where you originally got the truck but then they forgot to get rid of it

I highly doubt they planned for the player to drive it, its just a prop background element they designed and didnt have any real use for but one was placed there at some point and they didnt bother to remove it

This makes perfect sense as well. Since that area is only found through a roundabout method, they probably didn't encounter it and subsequently forgot about it while playtesting the game.

They made the asset for a much, much earlier prototype of Pokémon.
They found no use for it, but they still wanted to not let the asset go to waste entirely. So they decided to hide a little easter egg.
