The entire point of the battle is for you to fight him at way lower levels. When you can catch the exact same pokemon as any opponent, the only way to make them hard to fight without modern AI capabilities is to make them higher level.

Or, you know, the mid-50s, which is where all of the Kanto gym leaders are at. You'll barely be approaching 50 when you beat the Johto section and you don't gain that many levels naturally in Kanto when the opponents don't increase in level along the way
