If you buy bulk garbage like you say you are, they usually put all the cards in a giant sleeve and then "back" it with a toploader, so that if something happens, the toploader is the one taking the damage since it's much bigger than all the cards.
If you buy nothing but expensive cards, they've always come ina top loader plus sleeve for me.
If you buy a mix, they group the expensive and the bulk separately and do the same process.
I'm not really sure why weight is relevant, but it's usually in a standard package, which in America is less than 13 oz.
To answer the original question, I used to swear by TnT, even if they were slightly more expensive. But lately they've been really trash and it took them 5 days to ship my order one time and I haven't gone back since.
