>>46804384You need to go through Johto's 8 gyms first. You get there by completing the Johto pokedex, which can only be done via Pokemon Coliseum and Gale of Darkness completion and then trading the johto mons over, or by hacking your file's data
you can get 66/100 johto pokemon by breeding imports from coliseum and thr rest should be in RS already (crobat, bellosom etc)
