It doesn't have good utility moves like Taunt, Rapid Spin/Defog, Knock Off, or Stealth Rock. Hell, it doesn't even get fucking Roar. It doesn't learn any status moves like Toxic or TWave.
Offensively, Zam-C suffers from Electivire Syndrome, where most of its coverage options have meager BPs while also lacking a good boosting move. It doesn't have a single non-STAB physical move worth using with 100 BP. Wild Charge (a recoil move) and Howl are REQUIRED to get past Corviknight, Mandibuzz, Skarmory, Slowbro (who can also pivot around it endlessly with Teleport), and Toxapex, none of which are 2HKO'd w/o a boost, even if you run Adamant with max attack investment. Physically defensive Hippowdon is immovable without boosts and can switch in, heal, set up rocks, and continue clicking on Slack Off as Rocky Helmet whittles down Zam-C or simply EQ it now and then if it has Leftovers. Aegislash is going to make Zam-C's life fucking miserable if it doesn't run Crunch. Without Ice Fang and Iron Head, it's setup fodder for Dragonite or CM Clefable. It's also really easy to "slow pivot" into due to its speed, with bulky Volcarona spreads being especially difficult for Zam-C to handle since it can boost-and-Roost until Flame Body activates, and Lando-T laughs its ass off on any set w/o Ice Fang. Looking at the list of mons in OU, offensive Zam-C set really cannot function without Wild Charge at all.
Once you remember that it has to use junk moves like Howl to "boost", Zam-C isn't that scary offensively, and because Spikes and Burns do set damage and requiring tons of support for recovery and status, its not an unkillable monster.
