Samus has never been really low tier either, basically always "not as good as the good characters but better than the bad ones." But she doesn't really have any great players right now, which is why yoshi stole her spot.
Don't pay much attention to the letters, they're just arbitrary breakpoints. There wasn't even a B+/B- tier last time.
