Like a grass move that's stronger in the rain to deal with water types, or even a fire move that's stronger in the rain instead of weaker so that Ferrothorn isn't too cancerous.
Rain also gets a bit of an unfair advantage because water moves are boosted by the rain, and Swift Swim is mostly had by water types, so they're getting boosted STAB and a speed boost at the same time.
Meanwhile there were no fire types with Chlorophyll or rock types with Sand Rush, getting the type benefits while also getting ability benefits. Buffing the other 3 weathers would also go a long way in making rain worse by comparison.
And it would also be good to have an ability (on a good mon) that removes weather instead of Cloud Nine which only negates weather when the user is in battle. That'd make weatherless a lot better.
