Doing it in 3D is not hard to implement sure, but certain Pokemon just can't follow you around without it ruining the Pokemon's design aspect.
The proof is the whole Wailord fiasco in SWSH in regards to his size.
You CANNOT have full-size Wailord across an entire game (caves, houses, whatever small space you can think of) without killing what makes Wailord fun.

The Pokemon team already figured that out when they made Amity Square. Limiting the following Pokemon to very tiny ones as those made the most sense to walk around in the small park area.
In Platinum, they expanded the area and made the entirety of the Sinnoh starter evolution lines able to follow you, but that was it for larger ones as all the other new ones were small Pokemon.
Until they find a nice balance for 3D models and size in comparison to the world this will never work. Seems like our best bet will be Legends as with its much larger space might fix this but only time will tell.
