They only started paying attention to themeing in terms of dex distribution in Gen 7 and 8. Gen 5 and Gen 6 have a lot of Pokemon that don't fit aesthetically with their regions. Gens 1-4 too, but since the Japanese regions are so abstract, suspension of disbelief isn't broken. PokeFrance having Mexican luchadores really throws you off.
