At the start of your journey in New Bark Town you get this impression that he's some sort of rascal, a thief, but that's not the case at all. He's been mislead his whole life and now that he sees an opportunity to escape that lifestyle, he takes it. You will know this because once you visit Elm later in the game, you get to know that Silver tried to return the stolen Pokémon, but seeing how their bond was so strong there was no way Elm could seperate the two.
There is also developement between the main characters and Silver which I mentioned earlier, sure he pushes you in the start and calls you mean things, but he was just so frustrated at losing he couldn't help it! Time after time you beat him he starts to slowly realize that strength isn't everything, as shown by his training at the Dragon's Den later on.
BUT THAT'S NOT ALL, on Tuesdays and Thursdays he can be found training in the Dragon's Den as I mentioned, and on Mondays and Wednesdays he can be battled at the Indigo Plateau. While on Fridays and the weekend he isn't to be found anywhere, which implies he's resting his Pokémon and bonds with them taking it easy, which I KNOW is fact because in Pokémon Masters--a mobile game, he's known to have a PURE HEART who loves his Pokémon way more than anyone else could.
So no, you're COMPLETELY fucking wrong. He's not the worst character, in fact, he's one of if not THE best character Pokémon has ever made. You're just mad because you cannot EVER live up to be as cool, cute OR good looking as he is.
