>>46825804Because magikarp in the old gens only learned 3 moves: splash, tackle, and flail (gen 2 onwards and only learnable at level 30 after it evolves). Being in the slow exp group, leveling up a magikarp to the 40s/50s would be a fucking nightmare for something that isn't a pseudo.
Also it evolves at 20, not 25. How do you not know this? You don't even need to like gyarados to know the level, it's basically mainstream at this point.
