DS games were well fucking capable of conveying that you retard, either through sprite of even full 3D. It was an artstyle/money saving choice then, and it's an artstyle/money saving choice now.

You do not really understand how limited the DS was.
There was barely any full 3D DS games that weren't either N64 ports or FFIII lmao. PSP had all the 3D shit.
When the 3DS came out GF switched to 3D because it was doable in a way that looked okay, simple as that.

I think the DS game looks like that because they wanted to keep it looking similar to previous games and being ambitious is risky and is more expensive and time consuming. They could have for example made it look like Nintendogs and cut out some of the anime props to be background decorations as your model moves through the environment. But if people are gonna buy the game anyway, why bother?
