More importantly look at which content is missing.
HGSS includes all the major content from Crystal, such as the Eusine and Suicune quest and expanded Pokegear. It's only missing minor additions.
ORAS meanwhile includes pretty much no major Emerald content. Things like the Jagged Pass Magma Hideout, Battle Frontier, and Emerald Gym Leader teams are all missing. Only minor Emerald content was added.
