Now for the first time Leon actually stood a chance at losing the Champion title, and all the work Rose put into Leon would be wasted and he'd have to start grooming a new prodigy. The only way to guarantee he'd control the Champion who caught Eternatus would be to release Eternatus now.
It's a really nice theory. There's not much in the game itself to support it, but it's an actual motivation for him that makes sense
