The hide gets rougher as it grows. Phanpy's ears -> Donphan's legs may be a bit of a stretch, but regardless, it's a similar look and the notches in Phanpy's ears are a sign it'll have armored hide on its ears later. I even altered Phanpy's color so you can clearly see how they're related.
