Yes, Gen 3 battle facilities notoriously cheat in terms of bypassing game mechanics.
Gen 4 and upwards all follow mechanics even if they get notoriously lucky with hax.

Yes, the computer will flat-out cheat you to break a streak. It's most evident when you take in an outright hacked 'mon (wontertomb, for example in Gen IV) but honestly, it's meant as a time-sink, they aren't going to let you play unmolested.

Gen V does have some mons that are confirmed IV/EV hacked but its dumb shit like a typo giving Shuckle nuclear speed EVs iirc.
