Obviously, any sane person woulda corrected the line in gen 2 when genders were introduced properly,(nidoran is a single pokemon and evolves into nidorino/rina based on gender) but GF isn't sane. I guess they insisted on keeping the pokedex consistent is the actual answer for that.
