The reason why Yungoos/Gumshoos exist is to be a counterpart to Alolan Rattata/Raticate as a specific species of mongoose were imported to Hawaii to deal with a rodent infestation.

However, because mongoose are not active at night it was not effective and the mongoose population went after other prey. There's my yungoos/gumshoos autism post for the day.

It kind of bothers me when there’s like multiple Pokémon based on a kind of animal (I.e. mongooses and pigs) that look radically different from each other. People complain about “pika clones”, but I actually like the consistency

1) No one bats an eye that the Gastly talks. Not telepathy, it talks like Team Rocket's Meowth. Talking Pokémon are not common

2) Yes. the mongoose in the room is weirder in hindsight because real-life animals in Pokémon are weird and best left forgotton

3) What would a Gastly do with money?

An Alolan Meowth stole Team Rocket!Meowth's savings and used them to buy a plane ticket to Kanto and join Team Rocket there.

So Pokemon are allowed to use money just like humans.
