Porygon 2, Houndour, Murkrow, Larvitar, Misdreavus, and Slugma are locked away to the post game in Kanto for no good reason except maybe Larvitar, leaving them to rot uselessly.
There are FIVE fucking trade evolutions which is more than gen 1 despite less mons being introduced in gen 2. Scizor and Steelix both require a metal coat to evolve with trading and the standard way to get one is in Kanto after the e4 where you can get 1. To get a second metal coat you have to use theif on magnemite (20% encounter rate and something like a 3% chance of having a metal coat) over and over. Unless you do the tedious magnemite shit that no one would know about Steelix's pre evo is useless garbage that will take until post game to evolve into Steelix.
And holy shit are there truly a lot of shitmons. Noctowl, Furret, all the baby pokemon, Ledian, Ariados, Togetic, Jumpluff, Bellossom, Yanma, Sunflora, Wobbuffet, Aipom, Granbull, Unown, Qwilfish, Corsola, Delibird, Piloswine, Misdreavus, Gligar, Girafarig, and Magcargo are all shitmons. The Kanto and Hoenn mons blow gen 2 out of the water.
They're also generally more cutesy and have rounder features and a bunch of them have a ":)" for a face. This is probably because GF had a realization about selling merchandise.
