Years ago, genwunners used to be ridiculed.

Now it seems to be the consensus that Pokemon was once better and got worse over time.

What happened to cause this shift?

I only like 1/7th agree with you op, some pokemon designs are stupid as fuck but some are still really neat. Gardevior is one of my favorite Pokemon. It does feel like they try too hard to create monsters look cute and adorable vs trying to make them look awesome and powerful

Pokemon games got objectively worse in accelerating fashion until it wasn't really sensible to pretend it wasn't happening.
I love Gen 1 but wouldn't call myself a genwunner, I think the series hit its peak in Gen 4 (or 5, though there's major polarizing factors there) but it definitely went downhill afterwards. Gens 7 and 8 are such absolute nosedives that only literal children, youtube shills, and autistic contrarians would pretend the games aren't noticeably worse.

The counterbalance to that has been autists and shills pandering to Gen 1 nostalgia

I will posit Gen V is peak if only because the story was hands down the best thing GF put out in the mainline. Designs are love it or hate it (I’m personally a fan, but I understand others don’t share the love for Crayonosaurus) and the meta was dogshit, but the games themselves were incredibly strong.

Another camp to keep in mind is consoomers who only just got into Pokémon since the Switch isn’t a “kiddie” console and Pokémon is now “so HD wowie”. Same shit with MH, they’ve heard good things and now that a HD version has dropped on a Normie console they’re lapping up shit and calling it the best chocolate they’ve ever had. Until inevitably they leave in disgust or bring down the entire brand, something that’s impossible because Nintendo beat them to the punch.

Yes, but the consensus is that it was good until gen V, people who say only gen I was good are still ridiculed whenever they show up. The fact that gen I nostalgia pandering is one of nu-pokemon's most annoying problems also says otherwise.

It doesn't even look as good as actual dragons from other franchises. Hell, it doesn't even look as good as other dragon Pokemon like Flygon or Kommo-o.

zoomies started to grow up and come to reason. the old good new bad meme will always have a bit of truth in it, most franchises become shit past about 10 years and the oldheads start to get alienated. the identity of a franchise is diluted when people sign up for one thing and it morphs into something else whether it lasts into the future/present or is revived.
all you can do is celebrate what you like, acknowledge the good & bad in everything, and accept that times change. aesthetically & tonally the franchise was best and most quintessential in the first two gens with tajiri & shudo influence. gameplaywise it was best in the masuda GBA/NDS gens.
the oldest will always be dated and clunky and suffer form power creep etc, but have the benefit of being the most iconic and gold standard. the newest will ideally be the most refined from standing on the shoulders of giants. the middle child era will have the benefits of not being in either extreme, and the rivalry between their and the oldest fans will join hands in hatred of the newest schlock.
