To me it's more so the fact that Meowth is only really a shillmon in one facet of the series, the anime, so anyone who doesn't watch the anime will have zero attachment to it. It's not a Pokemon that saw success and got promoted, it's a Pokemon that gets special treatment out of obligation and to advertise the games to animeonlies. Doesn't help that it got two regional variants in a row.
