What are the better competitive sets for meganium at the moment?
252 HP 252 SpD, double screens, giga drain and dragon tail?

That seems to be Meganium's most reliable option at the moment.
It does get Counter, so maybe a set with those same EV spread and Leftovers with the moves Toxic, Leech Seed, Giga Drain, and Counter could work. I haven't used this set before so I'm basically just theory-crafting, but Counter isn't commonly run on Meganium so maybe it could surprise some physical attackers, plus you'd heal with your other moves.

To be fair it takes ages to get the Toxic TM, whereas Poison Powder is early. Dual Screens and Body Slam for potential paralysis are where its at. Plus Johto, while having shitty matchups, also has a million Geodude and Onix, so it still comes in handy there.

the problem is that even when there are type matchups that grass is good against (which is rare in johto), grass is still unfairly cucked by the extremely shallow offensive move choices.
What's the best grass attack that meganium learns? fucking Razor Leaf or some shit with a whopping 55 BP? Don't even get me started on what GF was thinking with vine whip having a whopping 10 PP despite being the equivalent of water gun or ember. Because FUCK YOU, I guess.

Oh Meganium is still by far the worst starter in Johto, but it's not actually a bad Pokemon to use in the game. No Sleep Powder sucks ass though. At least Razor Leaf is early.

I will never understand Vine Whip's low PP either. It's like how all the drain moves had barely any PP until gen 5 buffed them in terms of PP and damage.

Boomburst because Volcano's are among the loudest noises in nature, plus half of Typhlosion's name is "explosion", fitting with the loud noise theme. However, it tends to only be given out to Pokemon where the sound theme is more explicit so I suggested Hyper Voice instead (has decent base power of 90, hits through subs, and activates throat spray.)
