EXP Share wasn't originally designed to work for the whole party, that was EXP All. They changed it back but not the name in gen 6 and now everything makes less sense.

It seems ridiculous because it is. It's pretty stupid to assume this one item goes to the ball instead of the mon like everything else. So the new Exp Share is a helmet for the active mon.

That's literally what I said, gen 1 had an EXP All, they changed it to EXP Share in gen 2, and then in gen 6 they went back to the EXP All system but kept the EXP Share name.

Other items work when the Pokemon holding it is in battle. But the EXP share works on a Pokemon that is not let out of its ball.

And? The Cleanse Tag also works from withing the ball so does the Soothe Bell. And you don't need the game to tell you you don't hang them from the ball.
Yet it does just to hammer it home "An item to be held by a Pokémon."
