Yes, Silver and Brendan are jokes, but in Silver's case he's stuck in one of the worst regions in the series and has a terrible selection to pick from (his team is garbage). Brendan though, he's a fucking clown. I will give that to Hop. He fights better than Brendan.
UNLIKE Hop, however, Brendan wasn't focused on battling from the start and becomes a much more competent researcher than Mr "Bears like Nectar" will ever be.
Whether Blue is more difficult depends heavily on which one you're fighting him in. He's piss easy in the original RBY but in FR/LG you're still stuck to your very limited options to deal with him and have to run the gauntlet, but now his AI isn't laughably fucking bad. I would wager Gen 3 Blue puts up a better fight than Hop, for that reason alone.
