I'm pretty sure that most fully-evolved Pokemon without a Rock-weakness beyond that benchmark can take an Accelerock. I'll give you that it's hard to switch in to in almost any tier, but bringing it in isn't easy either given how slow and frail it is. Rampardos is a glass cannon, and a glorified Quick Attack isn't going to completely make up for that.
