>>46873546Technically it is a box legendary (as in it has been on the boxart of a game and its legendary) but it isn't like the others because the others have high stats due to being designed as box mascots. Suicune was just slapped onto Crystal because they didn't have another legendary to use. It also isn't listed as a "Special Pokemon" which is a restricted competive ban list made up of all the box mascots.
