Friendy reminder that HeartGold is canon, but not SoulSilver.

1. Bell Tower and Ho-oh reside in Ecruteak City where the Kimono Girls live, which is well within walking distance from their house.
2. The Kimono Girls have the exact same color scheme as Ho-oh (red, green, yellow, white, black)
3. Ho-oh is an actual legend with stories passed down, whereas Lugia is a mysterious Pokemon that hardly anyone knows about. It doesn't make sense for the Kimono Girls to know about Lugia
4. The Whirl Islands is a dark and dangerious cave located in the middle of the ocean, requiring Surf and Whirlpool to access. Only Kimono Girl Kuni has a Water type Pokemon (Vaporeon), and even then only knows Surf and not Whirlpool when you battle it. Furthermore, the inside of the cave is pitch black and labyrinthine, filled with Pokemon that are slightly more powerful than Bell Tower. None of the Kimono girls' Pokemon know Flash.
5. It makes sense to have gold Bells (4 of them) to dangle from the top of Bell Tower, but it makes zero sense to have two bells randomly tied to rocks in Lugia's lair. Hell, GameFreak didn't even bother recoloring the bells to silver to match the Silver Wing theme of Lugia.
