Celadon is based on Shinjuku, the commercial centre of Tokyo, the casino part represent Kabukicho and sex-business are implied, they're held by Team Rocket, the mafia/yakuza. And that gym, a little bit off-the-grid, in a natural corner, fits the traditional yakuza clan house. Erika looks like a sweet flower but her dialogues show that she's actually fierce.
