Gilgar (and by extension Gliscor) come from those early Gen1-2 day where some pokemon were monsters first and "real life animal but it's on fire/made of rocks/etc" second. They may have scorpion tales but they're not really "scorpions" like Skorupi is. They're not even bug type. The problem is we don't have a fully evolved Scorpion because when Skorupi evolves into Drapion it not only loses it's bug typing it becomes an entirely different kind of Arachnid.
How about a Scorpion mon' that was Bug/Ground and it was a construction machine like it's claws were bulldozers and it's tail was an excavator? That would both be cool and give us a fully evolved Bug/Ground that wasn't fuckin Wormadam.

That's always been a thing though. Ponyta is just a horse on fire, Vulpix is just a fox with fire powers (yeah sure it's based on le kitsune but that's really it, it doesn't really have anything beyond that), Growlithe is just a dog with fire powers, Flareon is just some fluffy housepet, Moltres is a burning chicken and arguably Charmander is just a lizard with a fire on its tail.

I'm not saying there was some hard diving line. There were always Pokemon who were "Just an animal but it's on Fire" and today there are still ones that are "JRPG monster first". But over the years the balance has shifted more towards the former.

In addition to the fact that many Pokemons names are picked more for sounding good than being "accurate" Drapions name could also refer to the fact the "Scorpion" is part of the name of many of the non-scorpion creatures it probably inspired by. Vinegaroons are often colloquially known as "Whip-Scorpions". Eurypterids are colloquially known as "Sea Scorpions" etc.
