If you consider every encounter method in the Seafoam Islands, you can actually find at least 1 member of 10 out the 15 water type evolution families (not counting vaporeon), so I don’t really know what you mean

There are multiple swimming Pokemon that aren't Water Types, it'd still probably get Surf and some water type moves the same way Water Types get Ice type moves. It wouldn't be strong, but it'd be at least the tiniest bit memorable.

All they had to do was use them more. Instead of running into Tentacool and magikarp a hundred times.

I firmly believe all of the games have not optimal distributions in the ecosystems. Like freshwater fish being common in rivers and ponds. Saltwater fish and shellfish being common in the sea. I think anything above slightly rare/uncommon is obnoxious. And every Pokémon should have an overworked catchable location. I don’t care if you think catching defeats the purpose of training, adjust the catch rates and that isn’t an issue.

I don't think distribution is the only problem with the water mons (>>46894720 and >>46894790 are my posts), but it's certainly a problem. Wild mon distribution was consistently one of the worst qualities of every game between Gen 1 and Gen 4, in particular.

pretty sure they wanted those types to be particularly special, even if they didnt want dragon charizard for balance reasons, it could have easily at least been given to gyarados and aerodactyl if they weren't purposefully trying to make dragonite extra special.

meanwhile ice is more of a matching member of the classic fire/thunder/ice trinity (moltres/zapdos/articuno, magmar/electabuzz/jynx...)
