Pichu is my favorite, especially the Spiky-Eared one
But it makes more sense for Pikachu to be marketed as a starter if it were the first of its line.

Considering Pichu is an unnecessary pre-evolution, yes.
Some babies allow for the game to introduce their line way earlier than their base stage could. For example, finding a Magby before the second Gym as opposed to having Magmar locked behind the fifth Gym.
However, Pikachu is already balanced for early-game so Pichu is redundant for challenge progression.

Raichu is literally worthless and the inclusion of the light ball only cemented this. The only thing it had to hope for was a new evolution and Pichu ruined that forever.

Repurpose as mega Raichu.
Or get really stupid, call Pikachu a basic mon that evolves into Raichu then Gorochu normally, but any of these can be bred for Pichu. All Pichus come with a lightball that is no longer an item but an arbitrary part of the creature. the lightball is carried forward to buff Pikachu & Raichu but prevents Raichu from evolving into Gorochu.
Or have a regional form that omits Pichu stupidly, like what they did to MimeJr in Galar.
Or give Pikachu's line special treatment & a 4th evolution.

Evolite Raichu could've been interesting. In any case, yes. It could only work now as a Mega or regional variant. Really don't understand why Game Freak didn't just reuse it as a mega anyways?? I could see Alain or someone else having it as an ace in the anime instead of Charizard.

I think they could get away with making it the first "perma-mega" in a sense, as Fug requires no stone maybe the mascot line could have something similar. I also see this thing as being part Dark given the Oni like influence, but that might also just be fan art interpretation. Sawk/Throh also originally had a more Oni take, so Electric/Fighting may also had been a possibility.

Yeah, but they are very rare and cannot be accessed under most weathers. In the Crown Tundra, Mime Jr. are everywhere though.
