Or maybe it's not a pelt, it's a natural coat that makes him look more threatening to potential predators to make up for his size, and it just grows as he evolves

maybe they look up to this one because they saw it as a really menacing pokemon so in order to steer off predators their pelt evolved over time to vaugely resemble him as a way to protect themselves

Unironically this. Johto had potential to be the best region period with mons far surpassing KANTOOOOOO, they basically cut a bunch of awesome mons and then made the remaining johto mons super weak.
TLDR: fuck kanto, they did johto dirty

Even worse, they shoved KANTOOO mons all and forced all the Johtomons into impossible to find places and the postgame, completely robbing Johto of an identity outside of "West Kanto".

Oh and they made 2/3 of the starters useless so they wouldn't overshadow Zard and Saur.
