Which evil teams were the worst and best in terms of how much harm they caused to the public?

I'd say Galactic, but their devastation was limited to Sinnoh, and in the end, Cyrus created something, not destroy

They didn't do anything in end. The worst thing that they and Magma actually did was steal a submarine. Even when they woke Kyogre up, nothing bad actually happened. Kyogre just made it rain for a couple of hours before getting caught by the MC.

In terms of goals team Galactic was the most dangerous given yknow my man Cirus was planning to rewrite reality. But I think team rocket did the most damage. I mean they captured a ton of slowpoke and cut off their tails, took over silph co., took over the radio tower in gold and silver, killed other pokemon and robbed trainers. The only other team crimes close to rcokets was when team flare destroyed a whole town by unleashing their weapon and when team plasma iced a city and stole a couple pokemon

None of the villains really accomplish much except obtaining a legendary and basically getting nowhere with it, this is no different, they’re not special.

The nuke still didn't do anything, so it doesn't count. The thread was asking which team did the most damage.

Compared to Aqua, the other teams did actually accomplish some horrid stuff, like Rocket killing Pokemon or Galactic blowing up a lake which presumably killed a lot of the Pokemon living in it.

Galactic was going to destroy the entire universe and make a new one, so that's the most evil.
In terms of damage actually done, I'd say Plasma. They stole a lot of Pokemon, tore some families apart by convincing people to abandon their Pokemon, and there was also that whole mess with Kyurem.

but nobody knows the Consequences of that. No matter which one of the legendaries was awakened, thay did some agricultural damage. Considering that team galactic achieved nothing I would guess they are at least above them.
