it always seemed to me that Volcarona was intended as a legendary given the way you catch it, probably was changed mid development

I really thought it was going to be it's own new sub category. 2 stager 550 BST mon. Like beeger than a regular mon but not quite a pseudo. Urshifu kind of does it but it's a lot more intricate with everything and labeled a legend for some reason.

These three would be WORSHIPPED by Game Freak AND the fans if they had been the first set of starters. Alas, that was not part of Game Freak's master plan, forcing them to entire decades of mockery, derision, and neglect. With Feragilatr surviving only because GF was didn't realize Sheer Force was coded wrong.

Pseudos don't really have anything particularly special about them in terms of lore though. Stuff like Ttar and Chomp aren't revered as gods.
