I can't.
Their base forms are already balanced for early game, so their existence is redundant.
Babies should only be given to Pokemon that have high enough BSTs to justify introducing them at an earlier point.
Cleffa, Igglybuff, Pichu, Azurill, and Wynaut are functionally useless from a gameplay standpoint.

That's because they aren't there for gameplay. They are there because they are tinier and cute versions of established Pokémons, with the exception of Togepi - which was by itself a great marketing success for TPC. Not everything has to be tied to game mechanics.

It would have been interesting if they did like when they first introduced them to TCG: opposing not-baby pokemons only had a 50% chance (coin flip) of damaging the baby ones.
Still useless, but at least there would have been something different about them - aside from being "kawaii" bait.

This. The only Kantomons that needed prevos were the single-stagers in the later end of the dex.
The Hitmons, Tangela, Chansey, Kangaskhan, Mr. Mime, Scyther, Jynx, Electabuzz, Magmar, Pinsir, Tauros, Lapras, and Snorlax.
Mons that were meant to be caught late in the game in gen 1, usually for the purpose of filling our your team as you approach the end.

Pikachu, Jigglypuff, and Clefairy are all fine enough for cutemon marketing. TPC hasn’t done anything with Pichu merch-wise outside of a single virtual pet.
