Gen 2 has a bad low level curve, it would be a painfully slow grind doing the E4 a thousand times.

But one trick you can do is face Red, he has level 70~80s which is perfect for levelling your mons fast, but you can only fight him one time.. unless you deliberately lose against his last remaining pokemon.

1. Battle Red on Mt. Silver, beat 5 of his mons.
2. Lose to his last mon, let it wipe out your team.
3. Repeat

Make sure you give your mom all your money, to prevent losing $$$.

You can defeat red multiple times. I think you just have to defeat the elite 4 each time before you do.

I got all 251 in Silver, but I only grinded to 100 in the E4 the ones I used in Stadium 2 and the legendaries/mythicals.
