From a writing standpoint its obvious it was done to make her seem mysterious, which was important because they introduced her with no warning or explanation, but they forgot to come up with a reason for why she couldn't tell anyone. Even FE fates had the foresight to make up a curse to explain why Azura (another bad attempt at a mysterious character) couldn't tell anyone.
And no, time wasn't a reason because she knocks out the PC and waits until they wake up. All time that could've been used to explain herself
She's a pointless character. The only reason she was even introduced was to point the plot towards rayquaza as a possible solution, but Steven is already well versed in legends and if the dimensional teleportation device (which was never used at any point in the game) wasn't introduced steven could've easily filled the role.
