Going by stats, pretty easily still. Lapras has that blubbery bulk, but Sharpedo is much stronger and faster.
Going by lore, this gets complicated. In modern times, Lapras are overpopulated and travel in pods, so solitary Sharpedo would have a difficult time attacking its target. It could bully the very old and the very young, but would probably just take a bite out of an outlying Lapras and then retreat before the pod retaliates if it can even approach at all. If you go back to when Lapras were critically endangered in the wild, Sharpedo probably had much more success killing Lapras instead of just maiming them.
A Mega Sharpedo, should one somehow materialize, has no difficulty hunting at all.
