Because "legendary" doesn't mean what you think it does. The vast majority of legends are just very rare Pokemon, so rare in fact that legends have begun to surround them. They aren't special, just endangered species or species that live far away from human settlements.

Low base stats doesn't matter because it's about where you put the number it doesn't use.
You could go from its current BST of 550 to a BST of 499 by just cutting 51 from its SpAtk to be 12. It'd still be as strong as before being sub-500.

Pokémon that are part of an evolutionary chain are not legendary, they just aren't used to having trainers and thus are unable to breed in captivity.

This is absolute bullshit because most legendary Pokemon are explicitly shown to have godlike power, or at the very least, be much more powerful than your average Pokemon. It's not just legends, it's their power levels that led to those legends.

Legendary just means a Pokémon is extremely rare and appears in legends, and they can be as weak or as strong as needed. Urshifu for example is pretty much a normal Pokémon but legendary because of how rare it is.

Last gen, we've had legendary pokemon fall as low as 570 BST, and some had evolutionary lines. We've had legendary pokemon that can breed and have genders since Gen 4, and gendered legendaries since Gen 3.
"Legendary" is increasingly becoming nothing but a title, with legendaries becoming more and more falling more like normal pokemon. Especially now when normal pokemon can break into legendary-tier BST through megas.

It’s unrealistic since almost all Pokemon, with a few exceptions, has at least double digits in each stat and their mirrored stats don’t have that big of a difference.
The exceptions like Chansey, Shuckle, and Shedinja, have their exceptions in stats they’ll actually use. And they are also defensive Pokemon as well, which have several ways of beating them offensively and with stallbreaking.
Having 192 Atk on a Pokemon who will never use its SpA anyways is broken.
Even just having 1 SpA is pretty unrealistic since the only Pokemon to have 1 Base Stat is Shedinja in it’s HP stat, and Shedinja has wonder guard.

Pheromosa’s Atk and SpA are equal, and the difference between its Def/SpD and Speed is way smaller than 193 Atk and 1 SpA.
Plus, Pheromosa is always going to be using its lowest stats since they are the defensive stats, while Pheromosa can go either physical, special, or mixed fairly well.

The lowest base stat for any Pokemon is 5.
Technically, Shedinja is listed with a base HP of 1, but it's not really a "base stat" because it's hard-coded rather than an actual base. A Pokemon with base 1 HP would have anywhere from 114-206 HP. And a Pokemon with base 1 in any other stat would have anywhere from 6-90 in that stat.

Because non mythical non mascot legendaries have 580 BST typically and they have to give him a slight nerf compared to others to offset his great ability. They did it my making his SP. For children and casuals they would have no idea Urshifu is weaker than a normal legendary. It performs just as well as mons like Garchomp until it gets hit by a special attack.
