I wouldn't. People wanted region interconnectivity to continue for years and years before they gave up and accepted the norm of standalones.

honestly just better pokemon distribution and better fights.
move houndour, murkrow, slugma etc back into johto rather than saving them for post game. add pokemon back into certain locations like teddiursa back into dark cave early game. bring back the goldenrod egg but remove the retarded shiny rate.
improve some of the gym fights and make the rocket executives not complete pushovers. the archie battle was fucking pathetic.

That's it. It isn't rocket science. The biggest reason why Johto doesn't stand isn't content or identity, anyway. Johto flies by because the level curve and Pokemon distribution makes the game devoid of challenge barring some major spikes. Giving the game a proper level curve would introduce challenge and pad the experience out without being too grating. This is the same reason why Kanto doesn't stand on its own in HGSS either despite being mostly restored. It's not fun to just steamroll through everything like you can in Gen 7 and 8.

Leave the majority of kanto mons for kanto (dragonite line gastly line (assuming it is gen 2 and no mismagius and eevee are aloud also zubat and geodude lines as cave filler (also crobat) and any Pokémon from kanto with preevo/evolutions can stay

Gold and silver were actually marketed as the next end all be all pokemon game due to amefreak believing they would not have another chance at making another pokemon game. It was marketed as a sequel all over the place. HGSS on the other hand is a fair game to fix as it really didn't need kanto.

They advertised a sequel, bit did they actually talk about Man to, or just Johto? It's hard ti find thatkind of stuff online, but from what I've seen most promotion was about the new pokemon, characters, and places.

It basically changed towards the last minutes to make it gold n silver. They advertised having new mons and all that jazz but it was still heavily promoted it as a sequel. Spaceworld is where it was big time called the sequel to pokemon red and green
