There are no accidents. Do you really think Game Freak is too stupid to know now their own game works? They can easy make any Pokémon viable but they don’t because they only care about their personal favorites (like venusaur) and the ones TPC wants them to shill (like charizard)

Ability gives it +6 Speed when hit by a water move.
Weakness Policy gives it +2 Attack and Special Attack when hit by a water move.
Its Gmax move deals 1/6 damage to both opponents for 4 turns, meaning your opponent loses a net third of their team's max HP for basically free.

I think the fact that its Gmax move does the same thing as Charizard's is proof that they knew how good it was and that it's not unintentional as a shillmon.
